footer on mobile/ tablet version (pinnacle)

Hi !
Is that possible on mobiles/ tablet versions, the footer appears exactly as the full screen version, i mean reduced but visually the same, without break it in 2/ more separated parts?
on the footer for example, i have a subscription form. the ”submit” bt (text: Let’s do it!!) only shows “let’s d”
is there a code which i can easily sort the issue?
Other strange thing is – im using the 2 horizontal lines footer but every time that i click to save the css on theme options >> custom css it changes mysteriously to 2 vertical lines and sometimes not saving the css. is there a issue w/ the theme?
