"Forced Dev Mode Off Enabled" Error

I a trying to apply the Virtue Premium theme to an existing site, but when I go to Theme Options I see an error in read that reads, “FORCED DEV MODE OFF ENABLED,” and the page is not formatted properly.
After searching the support forum I tried several recommended solutions, including:
– I made sure I have the latest version of the theme.
– There are no plugins that need to be updates.
– I cleared the cache and even rebooted the PC.
– I checked the permissions for the theme options style.css and they are set to 644.
– I disabled all of the plugins.
Still, the Theme Options page is a mess and the error message is still there.
Anything else I can do to correct the issue?
