Header and menu not showing in Mobile phones

I’m not sure why, but my top bar with my header, social Icons and menu isn’t showing up in mobile phones. I selected the ‘Enable topbar mobile menu layout’ in theme options, but it’s still not showing.
What do I need to fix this?
