Header Cart dropdown instead of drawer, and account menu too

Hi,
Many free themes provide this functionality for example OceanWP free. I need to add mini-cart dropdown in header, I can only option is for drawer, which I can slide from left or right. I need a simple dropdown which opens on hover on desktop and opens on click on mobile/tablet.
