Headings not appearing in TOC

Hi there,
Various headings don’t appear in the TOC. The reason for this is if a lower numbered heading follows a higher numbered heading.
For example, consider the following:
(h3) 2 Tips To Do X
(h4) Tip 1
(h4) Tip 2
(h3) 2 More Tips To Do X
(h4) Tip 1
(h4) Tip 2
That second H3 won’t appear in the TOC.
Is this how it’s meant to function? If so, is there a way i can get around it? I break my content into multiple H tags and that functionality just doesn’t work well for me.
