Home Page No Changing Header

Is there a way to change the front page so that it doesn’t scroll at all? I have a full page slider and I don’t want the option to scroll on it. I’ve seen other websites like this. I also want the header to not change from transparent to solid on the home page. I want that on every other page, but the home page I don’t want it. How can I accomplish this?
