how to adjust opacity of hover effect on portfolio

i am in the process of creating my portfolio, you can see it here
i was wondering if there was a way to adjust the opacity of the color that overlays on hover. i would like it more opaque because it is a little hard to read the text with all of the contrast in the background.
also, is there a way to change the text color? i would like my header on the hover to remain white, but i would like the footer information to be a dark grey.
