How to get into editing interface referenced in this tutorial

I’ve seen some tutorials where they reference an interface like the screen shot above. Dumb question, but how do you get to that interface?
In WordPress, when I go to Pages and click on the page I want to edit, I see “Text Editor” and “Page Builder” where under that it just says, “Page Builder is currently active for this page.” with a button under that to Launch Page Builder, which takes me to a live preview of the site. I can click on live images and elements of the site which brings up dialogue boxes, but for the life of me, can’t find how to get into an interface similar to the ones referenced in the tutorials like the screen shot up top.
Am I missing something in WordPress, or just missing the obvious?
