How to put an action button just above the (down) navigation arrow ?

Hello,

I’ve received some feedback from the users of my website and some (newbies) just can’t see the down arrow on my homepage slider !!

So on the home page of my site : *Login to see link I have put an action button to navigate to the “#the-top-menu” anchor.
But as it is a responsive theme the button is not at the same place when I use it on a smartphone ( portrait or landscape)

Is there a way to put my button always on top of the navigation arrow ?
