Hello Ben,
I set up Woocommerce for payment only by PalPal, gateway works fine, but here is notice in Billing/Shipping page shows this notice:
Pay via PayPal: you can pay with your credit card if you don’t have a PayPal account.
How I can remove: you can pay with your credit card if you don’t have a PayPal account?
this place shows inspect element:
