Kadence CSS loading before doctype

Using Kadence Blocks free version. I was doing a Lighthouse performance test when I got the error, “Page lacks the HTML doctype, thus triggering quirks-mode”. When I did a view source on the page I saw the following:

I found it happened when the Advanced Text block was used in conjunction with the Row Layout block in a page template.
Has anybody else seen this? Any ideas to resolve it?
