Kadence Table of Contents default block settings is missing

The Kadence Table of Contents is missing from the Block defaults section…
How can I set block defaults for the Table of Contents blocks? I don’t want to use a Kadence element section or reusable block because my team may forget to use it. Instead I would like to just set the defaults once and forget about it.
