Landing page footer and menu

Hello,
I’m about to build a landing page, but I’m not satisfied with the possibilities.
A) I want to have the footer at the end of the page. How can I set this up?
B) When the page is finished, I would like for this landing page to have its own menu above. It should work as a table of contents, which will stop when the user scrolls downwards. To understand that the actual header menu is not mine. How can I do this?
