make site scroll to specific point

hello, i was wondering, is it possible to get my site to act like this page?
what i am looking for specifically is how when you scroll down, it scrolls to an exact point (as if to make the next section take up the entirety of the screen).. i havent built my page yet, so i cant send you a link to my page, i was just wondering if this were possible before i started designing..
