missing mobile menu

I am panicking, because there is no menu on mobile devices. I’ve been experimenting with a bunch of settings, and at this point panic rules the day, and it’s hard to list exactly what i’ve tried. I’d like the mobile site to look similar to desktop, or have a standard multi-line button for the menu
How can I have the menu appear at the top of the page, with a standard mobile icon?
How can I have the menu appears same as desktop (if I have few enough links?)
