Mobile address & status bar colors

Hey there,
Quick question: How do I change the color of the address bar, and status bar, on mobiles?
Ideally on all mobile devices (Android, Apple, Windows).
All I am able to find on this topics requires me to add “<meta>” tag in my “<head>”, but I don’t know what is meant by that.
