Move Topbar Menu and Increase Font

Hi-
Can you help with my (2) questions?
(1) Is it possible to move my topbar menu more to the left and increase the font to 13px? The 11px font is too small to read comfortably. If I do this, will it negatively impact viewing the menu on mobile devices? AND,
(2) Scroll down to the image with “sign up for newsletter…” How do I increase the width of the image? A developer built the site and I don’t know where the image is stored on the backend. I have a “Home” page with Page Builder that includes the text and call-to-action button. Where may I find the image?
