Navigation bar won't follow

Hi this is my page http://www.derekywsblog.com
I have difficulties in making the primary navigation bar follow as I scroll down the page.
I also don’t know how can I make my main image slider on my front page take up the total width of the page. I tried changing the site layout style but it didn’t have any effect on the page.
