Need to buy a separate plugin to accept posts on Blog page?

Hi,
My sire designer tells me that I have to buy a separate plugin in order to allow visitors to submit posts to my Blog page.
Couldn’t we just add the Comment functionality that already exists within the theme to the Blog page also?
