page anchors not working properly

From my main menu, I’m trying to add navigation to a specific section of a web page. I`ve managed to get the link to “mostly” work, meaning that the menu item links to the correct page and the general area where I’ve added the anchor. However, in both instances I’ve used this, it doesn’t actually show the headline text that I’ve linked to, but farther down on the page. I’ve tried adjusting the size of the div to include the paragraph text as well, and it hasn’t changed anything. What am I doing wrong?

I’ve added page anchors in the following fashion: <div id=”anchor”><h2>anchor</h2></div>

And customized my menu to link to: http://localhost:8888/wordpress/pagetitle/#anchor
