Portfolio Hover/Text Opacity

On my portfolio page I’m looking to do two things
1. Have the images start out with a lower opacity (.7 or so), then when you hover over them have them turn to no transparency (1).
2. When hovering over the image, have the text have no transparency – just a clear white bar (with the text) appearing over the image.
