Primary Menu Text Color And Drop Down Background Color

After reading through the forum, searching the forum and reading the tutorials, I went into the Theme Options, Menus Settings to change the text color of the primary menu and the background color of the drop down menu under “Legal pages” on the home page. I have been unable to change the text from white to a dark color and I have been unable to change the drop down background color.

Please give me some direction. Do I have to use CSS.
