Repurpose Footer Menu as Secondary Menu

So far as I can see, it is not possible to create several menus and designate them as Secondary Menu. Correct?

I need at least two, and possibly more, nav menus for internal sections such as this:

If I could create several menus in the Secondary Menu position, then switch out as needed, that would be perfect.

Since I can’t see how to do that, I was thinking I could use the footer menu as a Secondary Menu and just move it to the top.

However, then the secondary menu shows up in the actual footer as well.

How can I achieve multiple Secondary Menus, to be selected and used on different pages?
