Row Separator on Bottom of Slider Behind Header

Is there a way to use the row separators as the bottom edge of a slider and placed behind the header?
Similar to this page but I would like the image of the buildings to be behind the header with the bottom row separator where it is now. Is that possible? I’m using a background image on the row here, but ultimately, I would like it to be a slider.
