Separate Home Page for Mobile Only

Hi,
I have a client who want a different look for the desktop and mobile versions of their website. Currently I am showing / hiding rows on the home page depending on the screen sizes.
Is there an easier way to do it? Can I send all mobile users to a different ‘home’ page within the site.
They are also saying their site is slow (which it isn’t too bad really) however there has been mention of defering the passing of javascript. I have no idea on how to do this? Is this possible with the theme?
