Separating the topbar from the header

Hello!
I was wondering if there is possible to separate the topbar from the header in terms of placing the topbar above the slider (Revolution Slider) while keeping the header (the logo and the menu) below it?
If that is possible then i suppose it would also be possible to make the header sticky without it affecting the topbar? (at the moment choosing ‘Enable Sticky Header’ in the theme opinions makes them both sticky)
