Settting up a user to create portfolio items

I want to set up a new user on my site so that he can upload media items (photos) and also create a portfolio item for each of the new images. I want him to be able to publish these too. What role do I need to give him – ideally I don’t want to give him all the capabilities that an Editor appears to have but not sure Author will be sufficient. Can you clarify please?
