Ship/deliver to address checkbox and fields not visible

We’d like to record the shipping/delivery address if it’s different to the billing address – not to charge for shipping just for information. However I just can’t switch on the “deliver to another address” checkbox on the checkout page. I’ve looked through the previous developers functions and css but just can’t work out what’s happening. My Woocomerce settings are:
General>Shipping location(s) – Ship to all the countries you sell to
General>Default customer location – Geolocate ( with caching support)
Shipping>Shipping Zones>Local – UK – flat rate – 0
Shipping>Shipping options>Shipping destination- Default to customer shipping address
Am starting by assuming this is a theme setup issue but will post on Woocommerce support if not.
Wordpress, theme, plugins are latest version.
