Show excerpt as meta description tag

Hi!
1. I noticed that posts excerpts are not appearing as meta description tags on the page source.
Since I try to avoid installing plugins as much as possible,
can it be added otherwise? such as using my child theme?
2. Home page meta description also does not appear.
What’s the best way to add?
