Sticky header with custom topbar color

We set the header type to ‘Standard’and turned sticky header ‘on’.
We have made a custom color for the topbar by setting #topbar {background:#8CC33D} in the css (because we use different topbar colors for different sections of the site
Now each time a new page loads, you briefly see the topbar surrounded with a lot of whitespace (offset 28px left and top), before the whole page shifts upwards 28px. This is very annoying while browsing the site.
Note: when we turn off sticky header we have the offset of 28px for the topbar permanently, which is not what we want.
How to correct this? Both for sticky (our preference) and not-sticky (used in mobile site)
