top bar centered text mobile

hi! i would like to have a top bar with cerntered text above the sticky menu in my mobile. and also in desktop.
i want some centered text. and if its posible dynamic text changing that woud be awesome/
i tried turning on top bar but when writing widget i cant center it appears on the right side (on dektop) / the topbar doesnt even show in mobile version.
