Top Bar Color and menu font size and comment

Hi, i Have three big big problems.

1. When i am in wordpress i change the color of my top bar to black and of my footer to a heavy grey and everything is alright. But when I log out from wordpress and go back to my page, the top bar color is still blue and the footer in a light grey

2. As problem 1, when i am log in in wordpress and chande the font size of my menu everything works, but when i log out and go back to my page the font size turn into the regular size, no the one i leave. For example, when i was log in i left the font size in 14 px, and when i log out the font size change into 12 px

3. I want to activate the comments in my blog and in the portafolio, but when i do it in the misc setting nothing happens in my web page
