Weird Header Behavior on Scroll Up

Hello all!
Long time user here. I have noticed an issue where when I scroll up it will display some of the page background before snapping back into place.
Double checked settings and I must be missing something obvious, I just need a new set of eyes maybe.
How do I get this to stop happening?
Alternatively, for a brief spell the logo would bounce into place when scrolling up. Is that an option or a configuration I am missing?
